Here is some news that combines several of Robert Anton Wilson's interests: Ireland is moving ahead with a program to provide basic income payments to artists. The program was an experiment and is now being made permament.
While I got frustrated trying to find one really good news story that answered all of my questions (what kinds of artists? How many people are likely to qualify in the future?) here are some articles: From Smithsonian, also an article from Ocula, and also an article from Business Insider.

They had that for authors since the days of Charlie Haughey as President, So that would had been in the period that RAW was living in Ireland. In return you had present something artistic to show for your time in Ireland. RAW finished Prometheus In Dublin and at least had one play staged there (didnt last long as I think it was once of this 'cut up' period efforts). Ah, it was TAX relief: Earnings of up to €50,000 by individuals who are determined by the Revenue Commissioners to have produced a work or works generally recognised as having cultural or artistic merit are exempted from Irish income tax.
